Capitol Hill Community Plan

What's in the city's plan?

  • Increase deeply affordable housing and renter assistance programs.

  • Housing density: Development of more ADUs, “missing middle” – triplexes, fourplexes , townhomes and cottages, etc.

  • Preserve Capitol Hill’s historic identity.

  • Improve walking, biking and transit.

  • Protect open space and hillsides.

  • Improve neighborhood commercial areas.

Current Concerns

  • Replacement of historic single-family homes with more intense/dense development – ADUs, townhomes, duplexes-fourplexes.

  • Erosion of the neighborhood’s historic identity with new architecture that is incompatible.

  • Will new development actually produce affordable housing or create luxury condos and expensive townhomes.

  • Nearby hillsides will become targets for development, loss of trail system and impacts to wildlife.

  • Potential placement of shelters and other behavioral health facilities and their impact on public safety.

  • Is the plan driven by citywide housing and growth polices versus Capitol Hill’s specific needs.

Neighborhood Housing Alliance Position: Support protection of Capitol Hill's historic character and views. Ensure new housing is compatible with existing residential neighborhoods. Protect historic structures.
